Blackhawk Creek Watershed

Details

This watershed drains 106 square miles of Rock County east of the Rock River. It is primarily agricultural but does have some highly urbanized areas including parts of Janesville and Beloit. This watershed has a medium susceptibility for groundwater contamination based on WDNR groundwater susceptibility mapping.

Population, Land Use

A number of planning and research activities have taken place in Rock County since 1990. A land use study conducted by Rock County in 1990 found that the town of Janesville was comprised of 74.9 % agricultural land; 12.8 % developed land (including residential, transportation and industrial uses) and 12.4 % woodlots and water resources (RCPDA, 1991). Both the town of Janesville and the city of Janesville are growing fairly rapidly. The Town of Janesville population has grown 10.3% in the past five years, compared to an 8.9% increase from 1990-1995. The town's agricultural base is slowly changing to a mix of agriculture and residential with homes for commuters who work in the city of Janesville. In 1995, Rock County's Planning and Development Agency produced a development plan for the town of Janesville. The plan identified environmental corridors adjacent to Stevens, Markham and Marsh Creek that roughly correspond to open water and highly erodible soils (RCPDA 1995). The City of Janesville population has grown 6% from 1995 - 2000, triple the percentage from 1985 - 1995 when the population grew only 2% (RCPDA 1989). In 1993, the city developed its own land use, population and housing analyses. An environmental analysis was conducted in 1983. The city's land use analysis described the city's growth, both in acreage from annexations and in population. While growth continues, the city's residential density has decreased, mainly from new subdivisions on the periphery of the central urban area. The area surrounding Spring Brook creek is demarcated as an environmental corridor, as are areas on the west side of the Rock River above the City of Janesville's central area. The city must deal with the urgent problem of stormwater management, especially during its update to the Janesville Sewer Service Area Plan.

Ecological Landscapes for Blackhawk Creek Watershed

Ecological Landscapes

The Southeast Glacial Plains Ecological Landscape makes up the bulk of the non-coastal land area in southeast Wisconsin. This Ecological Landscape is made up of glacial till plains and moraines. Most of this Ecological Landscape is composed of glacial materials deposited during the Wisconsin Ice Age, but the southwest portion consists of older, pre-Wisconsin till with a more dissected topography. Soils are lime-rich tills overlain in most areas by a silt-loam loess cap. Agricultural and residential interests throughout the landscape have significantly altered the historical vegetation. Most of the rare natural communities that remain are associated with large moraines or in areas where the Niagara Escarpment occurs close to the surface. Historically, vegetation in the Southeast Glacial Plains consisted of a mix of prairie, oak forests and savanna, and maple-basswood forests. Wet-mesic prairies, southern sedge meadows, emergent marshes, and calcareous fens were found in lower portions of the Landscape. End moraines and drumlins supported savannas and forests. Agricultural and urban land use practices have drastically changed the land cover of the Southeast Glacial Plains since Euro-American settlement. The current vegetation is primarily agricultural cropland. Remaining forests occupy only about 10% of the land area and consist of maple-basswood, lowland hardwoods, and oak. No large mesic forests exist today except on the Kettle Interlobate Moraine which has topography too rugged for agriculture. Some existing forest patches that were formerly savannas have succeeded to hardwood forest due to fire suppression.

Delavan Lake Sd: Lmi-Permeable Paver Roadway - Delavan Lake Association, Inc.: The Delavan Lake Sanitary District will partner with the Assembly Park subdivision to facilitate the installation of 243,000 square feet of permeable pavers for a 25.4 acre subdivision. Approximately 5 acres of local paved roads will be removed and replaced with permeable pavers. Assembly Park will enter into a 10 year maintenance agreement with the Delavan Lake Sanitary District to retain the pavers. The project deliverables include a narrative detailing the installation of the pavers and a photo essay documenting each step of the construction project.

Delavan Lake Sd: Acq-Brown'S Channel Watershed Land Acquisition #1: The Delavan Lake Sanitary District (DLSD) will use this grant to pay for part of the purchase of 18 lots along Browns Channel, part of Delavan Lake, located in the Town of Delavan. The project includes the Brown parcel (1.38 acres) and the Odling Parcel (0.30 acre), zoned Lowland Conservation District (C4). The parcel borders other DLSD lands under protection.

The DLSD will manage two invasive species, buckthorn and bush honeysuckle and other woody vegetation through yearly removal or cutting, with the goal of removing 80% within three years of property purchase. Native species will be planted in areas that non- native species are removed. Bank stabilization and stream channel habitat improvement projects will also take place.

All maintenance and improvement activities will be the responsibility of the DLSD in accordance with the Land Management Plan, dated January 22nd, 2015.

The project deliverable is the completed land purchase of 1.68 acres of land (the Brown and Odling parcels) in South Shore Manor 1st Addition.

Town Of Delavan: Lmi - Delavan Town Park Bmp Project: The Town of Delavan is sponsoring a project to install Best Management Practices along an unnamed tributary to Delavan Lake that terminates in the Town Park.

Project final deliverables include: a copy of the final plans and specifications and a photo essay showing before and after pictures of each BMP element.
Specific project activities include: 1) development of design and final plans for the project; 2) installation of approximately 10 BMP elements along the unnamed tributary to Delavan Lake.

Special Conditions: 1) All data shall be entered into the SWIMS database; 2) Volunteer lists, equipment use lists and signatures shall be maintained for reporting in kind volunteer labor and equipment.

This scope summarizes the project detail provided in the application and does not negate tasks/deliverables described therein. Data, records, and reports, including GIS-based maps, and digital images, must be submitted to the Department in a format specified by the regional Lake Biologist.

Lauderdale Lakes Management District: Lauderdale Lakes Wetland Restoration-Mill: The Lauderdale Lakes Management District will continue wetland/shoreland restoration activities on a property they own. 100 feet of shoreline will be stabilized with a combination of deltalock and biolog and planted with native aquatic plants. The approximately 7 acre wetland property will be restored where necessary. Approximately half of the wetland property needs enhancement. Invasive species will be removed. The site will be prepared and planted with native wetland plants. The project deliverable will be a short report detailing the restoration methods used. The report should contain a few before/after pictures. Department staff will tour the completed restoration site before closing the grant and issuing the final grant payment.

Rock-Koshkonong Lake District: Res-Lake Koshkonong/Mud Lake Wetland Restoration: The Rock Koshkonong Lake District will use dredge spoils from a nearby location on the lake to re-create an eroded barrier of land that protects the Mud Lake wetland from the main lake\2019s wave action, arm the barrier with riprap, and re-create a wetland behind the barrier. This restored wetland is the subject of the grant, as well as the Mud Lake wetland complex which is being protected. Another facet of protecting the Mud Lake wetland from carp congregating there, the District will also build a navigation-friendly carp barrier between the lake and the wetland. In the spring, without such a barrier, carp migrate in great numbers into Mud Lake, creating disturbance to aquatic plants and displacing other fish spawning.

Town Of Delavan: Lmi - Delavan Town Park Bmp Project: The Town of Delavan is sponsoring a project to install Best Management Practices along an unnamed tributary to Delavan Lake that terminates in the Town Park.

City Of Janesville: Lions Pond Hydrologic Budget & Water Quality Monitoring: The City of Janesville proposes to identify and study the sources of nutrients to Lions Lake and Trout Pond. Phase 2 project activities include the following: 1) review all available pertinent data, 2) describe characteristics of the basin and watershed, 3) develop hydrolic budget estimating water inflows and outflows, 4) develop management alternatives and recommend ways to reduce phosphorus and other pollutant loads contributing to eutrophication of the ponds. The Department of Natural Resources will be provided with both a paper copy and an electronic copy of the final report. The project results will be disseminated to the public by summary, final full report and fact sheet mailing, public meeting and local newspaper articles. A final comprehensive management plan will be completed.

Rock River Coalition, Inc: River Friendly Cities: The project goal is to improve/protect water quality by promoting urban stormwater management through a program to recognize communities that conduct a stormwater management program that meets performance standards. The objectives are to: organize a partnership of stakeholders; explore what has been and is being done currently to promote urban stormwater management; assess interest and value for developing such a project; and, develop a project proposal and seek funding through grants to implement the program.

Rock River Coalition, Inc: Rock River & Horicon Marsh Sampling Project #2: The Rock River Coalition, Inc. will conduct a monitoring project on the Rock River to collect data and provide information to prove that the installation of conservation practices in the watershed resulted in improved water quality. Project deliverables include collecting and analyzing nutrient and suspended sediment samples from the two inlets and one outlet of the Horicon Marsh and sites in the East and West Rock River watersheds, compiling a list of point and nonpoint source practices installed since 2000, load computations for water year 2010, comparison on 2010 load computations with data previously collected data in 1998 and 1999 to see if improvements resulted from the practices installed, training additional citizen monitor volunteers (if necessary) to assist in the sample collection, and gathering information that will be useful in the implementation of the Total Maximum Daily Load (TMDL) of the Rock River.

Rock River Coalition, Inc: Rock River Basin Volunteer Stream Monitoring Report Card: The Rock River Coalition will undertake a River Planning grant to compile and analyze water quality data collected over the last 12 years. The RRC will then produce a basin wide summary of the information. This summary of water quality data will be made available to the public through the RRC website. The information will be used to build an advisory team which will create goals for the monitoring teams. The report card will help to focus monitoring efforts where they are needed most and provide information on the status of water quality throughout the basin.

Project deliverables are:
1. Determine the new \201Cstrategic membership\201D of the Stream Monitoring Advisory Committee (SMAC), from a wide range of partners and interests.
2. Hold two meetings of the newly rejuvenated stream monitoring advisory steering committee will have been held in first year of project.
3. Have SMAC establish focus areas for monitoring and determine the goals and objectives of the use of the monitoring data.
4. SMAC will create proposal to submit to the consultant to determine best methods for data analysis and ranking criteria for \201CReport Card\201D.
5. 20 copies will be printed and distributed to key locations. A pdf of the Report Card will also appear on the Rock River Coalition web site.
